Information:

The child, a boy, was 1 _ at the date of the alleged wrongful removal. The parents were married. On 23 October 1991 the mother took the boy from his home in Indiana to France, without the consent of the father.
On 4 May 1992 the Tribunal de Grande Instance at Strasbourg ordered the return of the child.
On 6 August 1992 the Cour d’appel at Colmar upheld the view that the removal was wrongful, but it stayed the proceedings to allow for an examination of the child to determine whether a return would expose him to psychological harm.
On 12 March 1993 the Cour d’appel at Colmar refused to order the return of the child.
The father appealed.
