Information:

The case is about a four-year-old boy born on 14 February 2013 in Carate Brianza, Italy, where he lived with his parents, who were not married. On 24 August 2016, the mother travelled with the child to Chile to visit the mother’s side of the family. On 12 September 2016, the father signed a travel consent at the Consulate General of Chile (Consulado General de Chile) in Milan, Italy, effective until 10 October 2016. A few days before the agreed date of return, the mother informed the father of her decision to stay with the child in Chile.
On 26 October 2016, the father applied for the child’s return to the Italian Central Authority, i.e., the Italian Ministry of Justice, application which was referred to the Chilean Central Authority, the Legal Aid Office in and for the Metropolitan Region (Asistencia Judicial de la Regi?n Metropolitana).
